Women directors take record number of Emmy nods, if not TV jobs

On "Homeland," the CIA's Carrie and ex-Marine Brody, both exhausted and in tears, engage in the mother of all interrogations for a full 15 minutes until Brody finally admits that he's an agent for a global terrorist. In the moving, delightfully funny send-off to "30 Rock," Jack Donaghy reveals he's staged an elaborate suicide fake-out just to prove how much Liz Lemon will miss him. What these stand-out sequences have in common is that each is recognized with an Emmy nomination for outstanding directorial achievement, and each was directed by a woman.

Of this season's 10 Emmy nods for directing episodic television, fully half recognize women ? three for comedy and two for drama. (Two women are also recognized in the movies and miniseries category, bringing the total to seven). That's the most in the history of the awards, and it's notable because the industry has been notoriously slow to admit women to the ranks of episodic television directors.

Of more than 3,100 episodes of television in the 2011-12 season (the most recent for which data are available from the Directors Guild of America), just 15% were directed by women. But a survey of recent Emmy years suggests that when they do get the gig, women are doing exemplary work.

Lesli Linka Glatter is nominated for "Homeland" for the second year in a row and was up for directing "Mad Men" in 2010. Gail Mancuso is recognized for the second time for "Modern Family." Michelle MacLaren is on her third nomination for "Breaking Bad." Lena Dunham has been nominated twice for directing "Girls" (which she also writes, produces and stars in). Beth McCarthy-Miller, who directed the hourlong "30 Rock" finale, has been nominated seven times before.

McCarthy-Miller says she has d?j? vu from 2011, when she, Mancuso and Pamela Fryman ("How I Met Your Mother") were three of the five comedy nominees. "It used to be there were no female comedy directors," McCarthy-Miller said. "Then two years ago, three of us were nominated at once. No one said a word about it, but we were so excited we all went out to dinner together to celebrate."

It isn't that female directors want to be singled out ? it's just the opposite. Said Glatter about the Emmy recognition: "It seems people are able to look at the work and be gender-blind, and that's all that women directors have ever wanted." Rather, the focus the nominations raise is why industry biases against female directors are allowed to persist.

The DGA, in its 2011-12 study, listed a dozen series that hired women for fewer than 5% of their episodes, including several that hired none (the data exclude series that use only one or two directors through the season). Most recently, the guild has shifted its efforts to effect change from the corporate to the creative level.

"We believe that any real change must happen at the show level, where executive producers, producers and all those involved with the creation of the show must become champions of diversity," a DGA spokesperson said. The guild compiles lists of women and minority directors that it makes freely available to show runners, among other measures.

"It's still a relatively small pool of women who are getting hired, and that pool has to get bigger," said Glatter, who makes a point of mentoring other women. Some say that what they witness day-to-day in their working lives suggests the tide may be turning.

"I'm running into a lot more women directors, and also strong and talented women at the assistant director level," said McCarthy-Miller, who got her first directing shot via producer Lorne Michaels on "Saturday Night Live."

"It's time ? it's just time," added Mancuso, who became a principal director on "Roseanne" not long after Roseanne Barr agreed to let her direct for the first time. "The numbers have been dismal in the past, but I'm feeling extremely optimistic."

Critic Alan Sepinwall, writing on Hitfix.com about the nominated episode of "Breaking Bad," observes: "Director Michelle MacLaren has been behind the camera for the series' most exciting action sequence (the shootout at the end of 'One Minute'), and arguably its most visually stunning episode ('4 Days Out'), and I think she may have just topped the latter. Every frame of 'Gliding Over All' couldn't have been more beautifully assembled ? with one image bleeding seamlessly into the next. Even by the standards of this technically brilliant show, this was something."

Said Glatter, "We're in a golden age now. It's great to be doing the work that all of us are doing on television. You don't ever think about awards while you're in the process, but it is overwhelming and humbling to be nominated."

Porsche forum claims eco-friendly 911 Blu coming to Frankfurt ...

The fiftieth anniversary of the Porsche 911 has been a nearly year-long affair, with unique tributes and even a special anniversary edition with plenty of retro throwbacks. The party is expected to continue through the end of 2013, and if one 911 enthusiast forum is right, we'll see yet another special edition model near the anniversary of the original car's September 1963 debut, when it arrives at next month's Frankfurt Auto Show.

It's called the 911 Blu, and where the 911 50 Years Edition was more expensive than a 911 Carrera S hardtop, the Blu would be an entry level special edition. That's right, a limited run car that actually slots in at the very bottom of the 911 range. According to Porsche forum 911UK.com, the new car would be priced at 74,600 euros ($98,718 at today's rates) or 64,750 pounds. That undercuts the price of a base 911 in Germany by nearly 16,000 euros and in the UK by nearly 8700 pounds (although to be fair, it's roughly identical to the price of a base 911 C2S in the US).

This 911 will reportedly feature a detuned flat-six with 300 horsepower and 211 pound-feet of torque.

Stop-start technology will be standard, along with Porsche's new Regeneration System. (There's no explanation of what this system is, by the way.) The wheels will be 18-inchers, and will use hollow spokes for less weight. Porsche's Active Suspension Management will be an optional item rather than standard. Finally, the Blu is reportedly a hardtop convertible.

If you're like us, you're mainlining salt by this point. There are so many things about this proposed special edition that don't make sense that it's difficult to cover them all here. And that's without us even mentioning the woeful Riviera Blue/Guards Red exterior seen above. (No, we aren't kidding.)

First and foremost, there's been nothing from Porsche about this car. Not a peep, not a spy shot, not so much as a hint that something special was coming to Frankfurt. The oft-rumored budget 911 is already available ? it's called the Cayman S. There's even a convertible version called the Boxster S. The reported run to 62 takes 5.4 seconds in the PDK-only car, meaning you will get trampled by most other sports cars that cost half as much as this 911. Who, but the most diehard 911 fanatic, is going to spend this kind of money on a car that will be slower and more expensive than a Cayman S? Also, if Porsche had developed some kind of "revolutionary" hardtop for the 911, why not show it on one of the more robust Carrera models? We could go on.

According to the forum, the 911 Blu will be limited to 911 units (cute), with 300 earmarked for the US market. We'll see if any of this is true when we attend the 2013 Frankfurt Motor Show next month.

Indiana officials seek cause of fatal church bus crash

A bus carrying teenagers from a youth camp in northern Michigan was just minutes from home when it came speeding off an Indianapolis interstate, struck a retaining wall and flipped on its side.

The accident Saturday afternoon killed three people and injured dozens of others. Now investigators are working to determined what caused the accident that happened after a 390-kilometre journey and just a kilometre or so from the Colonial Hills Baptist Church where the bus was headed.

At the church, parents were waiting to pick up their children after a weeklong camp filled with prayer, zip lines and basketball when a bus carrying younger campers pulled in with passengers screaming.

Jeff Leffew, 44, of Fishers, had sent four daughters to Camp CoBeAc, near Prudenville, Mich. Just one of his girls was on the bus that pulled into the parking lot, and he raced to the crash site in northern Indianapolis. What he found was a surreal scene, with clothing and other items strewn about and windows missing from the bus.

"You're just praying that it's not as bad as it looks," said Leffew, a deacon at the church.

Leffew's daughters escaped with just bumps and bruises, but others weren't as fortunate. Indianapolis fire officials said a husband and wife were dead at the scene, along with a third person whose age they didn't describe. Twenty-six other people were taken to area hospitals, including at least one teenager in critical condition.

'Great tragedy'

Indianapolis Public Safety Director Troy Riggs called the crash a "great tragedy."

"They were not that far from home. ... That only adds to the tragedy," Riggs said at the crash scene.

He said there was no indication that the driver had a medical emergency.

WTHR-TV reported the bus driver told witnesses his brakes failed. Indianapolis Fire Department Lt. Ato McTush said investigators had not determined whether the church-owned bus had mechanical issues.

Witnesses to the crash described a horrifying scene.

Duane Lloyd told WTHR that he heard a loud noise behind him as he was travelling near the intersection and saw the crash around 4:15 p.m. ? about the time youth pastor Chad Phelps had tweeted the group expected to arrive at the church.\

He said people approached and tried to help.

"People were literally trying to lift the bus," Lloyd said. "You just try to do what you can do."

Sasha Sample, 28, told The Indianapolis Star some victims were lying in the road, while others were able to limp to the side.

"Everybody had boils and scrapes on them," she said. "People were trying to climb from under the bus."

Sample, a nurse, said she borrowed a belt to make a tourniquet for the bus driver's arm but wasn't able to help the man next to him, who was already dead.

"I couldn't do anything for him," Sample said. "So you triage. You help those you can."

Fire officials said 37 people were on the bus and that the injured included children and adults.

Families gather to pray

Nine teenagers were taken to IU Health Methodist Hospital, including one in critical condition. Three of those were treated and released, hospital spokeswoman Sally Winter said. She said 10 others, including nine teenagers and a toddler, were taken to Riley Hospital for Children. Seven of those teenagers were treated and released, Winter said.

Many of the patients had head, arm and leg injuries, fire officials said.

Families of the bus passengers gathered at the church Saturday evening to comfort each other and pray.

Mayor Greg Ballard described many as "remarkably positive" despite their sorrow but said there will be difficult days ahead.

"Some of the teenagers are hurting pretty bad and you can see that in their faces," he said.

Leffew agreed, saying his daughters and other teens on the bus "saw some difficult things" that they'd never had to experience before.

"Their biggest pain is what they saw," he said.

Bob Taylor, who retired as the church's pastor four years ago, said members of the congregation would come together Sunday and take comfort in their faith.

"Our church family will meet tomorrow and pray together and sing songs together and just trust the lord to give his grace," he said.

Former Rep. Lindy Boggs of Louisiana dies at 97

WASHINGTON (AP) ? Former Rep. Lindy Boggs, a plantation-born Louisianan who used her soft-spoken grace to fight for civil rights during nearly 18 years in Congress after succeeding her late husband in the House, died Saturday. She was 97.

Boggs, who later served three years as ambassador to the Vatican during the Clinton administration, died of natural causes at her home in Chevy Chase, Md., according to her daughter, ABC News journalist Cokie Roberts.

Boggs' years in Congress started with a special election in 1973 to finish the term of her husband, Thomas Hale Boggs Sr., whose plane disappeared over Alaska six months earlier. Between them, they served a half-century in the House.

"It didn't occur to us that anybody else would do it," Roberts said in explaining why her mother was the natural pick for the congressional seat. Her parents, who had met in college, were "political partners for decades," she said, with Lindy Boggs running her husband's political campaigns and becoming a player on the Washington political scene.

Roberts called her mother "a trailblazer for women and the disadvantaged."

When Boggs announced her retirement in 1990, she was the only white representing a black-majority district in Congress. "I am proud to have played a small role in opening doors for blacks and women," she said at the time.

As family tragedy brought her in to Congress, so did it usher her out. At the time of her July 1990 announcement, her daughter Barbara Boggs Sigmund, mayor of Princeton, N.J., was dying of cancer. Sigmund died that October.

Her son, Thomas Hale Boggs Jr., is a leading Washington lawyer and lobbyist.

The elder Boggs was first elected to Congress in 1940, two years after the couple married. Both were also active in local reform groups.

Lindy Boggs was more than the typical congressional wife. She ran several of her husband's political campaigns and helped him in his Washington and New Orleans offices.

"Early on, Hale established with politicians at home that I was his direct representative and that they could say anything to me that they could say to him. Whatever decisions I made, they would be his final decisions," she said in 1976.

Breaking with most Southern whites, Lindy Boggs saw civil rights as an inseparable part of the political reform movement of the 1940s and '50s.

"You couldn't want to reverse the injustices of the political system and not include the blacks and the poor. It was just obvious," she said in 1990.

She worked for the Civil Rights Acts of 1965 and 1968, Head Start and other programs to help minorities, the poor and women.

After she entered Congress, Boggs used her seat on the House Appropriations Committee to steer money to New Orleans and the rest of the state. As a member of the House Banking and Currency Committee, she used typical steely grace to include women in the Equal Credit Opportunity Act of 1974.

"I ran into a room where there was a copying machine, wrote in 'sex and marital status' on the bill, and made 47 copies," she said. "When I took it back into the subcommittee meeting, I told them I was sure it was just an oversight on their part."

Boggs changed the way politics operated, former Sen. J. Bennett Johnston, D-La., once said.

"I've seen it time after time," Johnston said. "On difficult issues, powerful men and women are going toe to toe, sometimes civilly, sometimes acrimoniously. Lindy Boggs will come into the room. The debate will change. By the time she leaves the room, she usually has what she came to get."

As the first woman to chair the Democratic National Convention, in 1976, she decreed that she would be addressed as "Madam Chairwoman," rather than "Madam Chairman" or "Madam Chairperson."

"I'm a woman," she said. And, "Why should it be neuter?"

When Hurricane Katrina devastated New Orleans in 2005, one of the hardest-hit facilities was Lindy Boggs Medical Center, a historic hospital named in her honor the previous year.

Her Bourbon Street home also was damaged and The Washington Post reported in February 2006 that she was living in a hotel nearby.

"There are worlds of friends I miss," she told the newspaper. "The culture is not there."

Corinne Claiborne was born March 13, 1916, on a plantation near New Orleans, a descendant of William C.C. Claiborne, the state's first elected governor. She came to be known as Lindy, according to Roberts, because a nurse thought she looked like her father, Roland Claiborne, and called her "Rolindy."

She attended Sophie Newcomb College, affiliated with Tulane University, and met her future husband when both were editors of the Tulane student paper. She taught school between graduation in 1935 and their marriage in 1938.

As part of a group of well-connected women called the Independent Women's Organization, she took to the street in a "Broom Brigade" in 1945, sweeping the streets to publicize the need to sweep out graft and corruption.

In her first election for Congress, in March 1973, she had to overcome prejudice against her gender and privileged background.

Said her Republican opponent, Robert E. Lee: "I've covered this district by foot, by car, by air. This is something that takes a strong, healthy man. ... A socialite is not going to do this district any good in Congress."

Her constituents disagreed, giving her at least 60 percent of the vote in every election from then on.

In 1991, a room in the Capitol for female members of Congress was renamed the Lindy Claiborne Boggs Congressional Women's Reading Room to honor her long association with Congress. According to the House website, it was the first, and only time so far, that a room in the Capitol has been named for a woman.

Her Vatican posting was from 1997 to early 2001, and she said her goals were to work with the Vatican on promoting democracy, tolerance, religious freedom, peace and human rights.

In 2000, she announced that she would resign after President Bill Clinton left office, no matter which party won. "It's been an honor and a privilege and a wonderful opportunity to be in this position, but it's also extremely exhausting," she said at the time.

Shortly before Pope John Paul II died in 2005, she joined those praying for him. "I have a thousand wonderful memories of him," Boggs said. "I have been very, very fond of this pope for a very long time."

In addition to her children, Boggs is survived by eight grandchildren and 18 great-grandchildren.

?Canadian staycation? weekend; Summer returns Monday; Dorian into Gulf of Mexico next week?

In search of July

I know. Nobody in Minnesota wants to hear about a September like weather pattern for the last weekend of July. Especially after what we slogged through this ?spring.? Sometimes the unpleasant part of a meteorologist?s job is to channel Joe Friday. ?Just the facts ma?am.?

Maybe you would rather I do my best Johnny Lang? ?Lie to me!?

A dose of Minnesota weather reality is here either way. Our ?Canadian staycation? is here through the weekend. A sort of ?virtual atmospheric Canadian vacation? visits Minnesota ?this weekend as Canada?s weather pushes south. Sweatshirts replace beach blankets for now. Furnaces and wood stoves will fire in northeast Minnesota. The Tall Ships Festival in Duluth will have a decidedly Nordic feel. Frost in the cooler nooks and crannies of northeast Minnesota like Embarrass and the Boundary Waters Canoe Area this weekend? Not out of the question.

I?m also keeping an eye on Tropical Storm Dorian as she chugs westward in the general direction of Cuba by early next week. The latest ?spaghetti modes suggest Dorian may favor a track into the Gulf of Mexico or southeast United States. All eyes in the southeast and Gulf Coast will need to stay on Dorian this weekend.

The weather good news? Summer and high in the 80s return next week.

Late September weekend

There?s just no denying it. This weekend will feel more like late September than late July. The weather calendar has jumped a full 2 months ahead. Our forecast highs of 68 to 72 in the metro this weekend are average for about Sept. 21.

We?ll ?enjoy? cool breezes and a sun cloud mix this weekend. A few pop up rain showers will pass by favoring afternoon through Saturday in the eastern third of Minnesota and most of Wisconsin. High again n the 50s along Lake Superior? Quite the ?summer? this year along the beautiful North Shore.

Southerly breezes will blow again next week. Temps return to the lower 80s,? and a touch more humidity will return. Still plenty of good days at the beach left this summer. The best opportunity for another free lawn watering comes late Tuesday and Wednesday.

?Tropical Storm Dorian: Possible U.S. threat next week.

Dorian is chugging steadily westward this weekend. The latest track tends favor a continued westerly path, which will likely bring Dorian?s rains and some wind to Puerto Rico by Sunday ? and possibly send her to Cuba early next week.

After that the so called ?spaghetti models? suite of various forecast model guidance favors a track into the Gulf of Mexico. That?s a change from yesterday..which is why we generally don?t put much credence into confident sounding hurricane alerts a week in advance. It?s still too early to say where Dorian will be in a week. But the latest trends seem to favor a possible path into the Gulf of Mexico.

?Daniel O?Donnell?s wife, Majella, has been diagnosed with breast cancer and is currently undergoing treatment,? the statement read.

?They are hopeful of a full recovery and are now respectfully appealing to the media to allow them their privacy.

?Daniel and Majella? have no further comment to make at this time,? the statement concluded.

Majella, 53, is heavily involved in Daniel?s singing career and runs his personal website. They have made several personal appearances together throughout the years and often speak highly of one another in the press.

They appeared together on The Late Late Show in 2008, and she has also joined him on stage to duet on many occasions.

Majella has two children Siobhan, 22, and Michael, 25, from a previous marriage, and she has spoken candidly in the past about accepting that it ?wasn?t meant to be? for her and Daniel to have children of their own.?

We were both examined but there was no reason why we couldn't conceive, we were both fine. We reckoned it wasn't meant to be because for 10 years we used no protection at all.

"At the beginning, I wanted a child more for him because I thought he should experience fatherhood; but he doesn't feel he's missed anything.

"I'm glad the way it worked out really, I'm nearly 53. Can you imagine a 10-year-old running around the place? I just wouldn't have the energy. Thanks be to God ? He was looking after us in his own way!"

And Mrs O?Donnell has spoken freely about overcoming her battle with depression after the collapse of her first marriage over a decade ago.

"I suppose I felt suicidal but I never thought I would go through with it,? she said. ?Yes, I felt that I didn't want to go on any more, that I was fed up, that life had nothing to offer me but it never got to a stage where I thought I would leave a note, it was much more a case of struggling along."

"Unless you've had it, it's almost impossible to understand. Daniel is really good but he still doesn't have a clue what I'm going through. When you're down there, it's frightening. I always ask is it going to lift or is it going to last forever? Daniel just lets me to it and really that's what I want ? though I know he's always there for me if I need him."

As if the Google TV and Chromecast platforms (which are coexisting, if you hadn't heard) weren't enough, the Wall Street Journal reports there may be more living room focused projects brewing in Mountain View. According to sources, former Android head Andy Rubin demonstrated a Roku-style set-top box for partners at CES that had Hangouts as its main feature, with a video camera and motion sensor built-in for videoconferencing -- something Logitech tried once with its ill-fated Revue TV Cam, shown above. The report claims the box, capable of running Android apps, games and services like Netflix or Pandora, was scheduled to launch at I/O, but it's unknown whether or not it's still in development. Recent WSJ rumors have suggested Google is looking into IPTV and its own Android game system, so even as one mystery is revealed others pop up to take its place.

"Duck Dynasty" will return for a fourth season on August 14.

Hold onto your beards. It looks like there's about to be a shake-up in the "Duck Dynasty" world.

Phil Robertson, the Duck Commander creator and papa of the Robertson clan, recently told Parade that he (and his epic beard) plans to leave the show in the near future.

?Not long," Phil said of how much longer he intends to participate in the show. "But I think it?ll go on without me.?

Indeed it will. The A & E hit show -- which, according to Parade, is the No.1 nonfiction cable series, is set to premiere its fourth season on Aug. 14. The new episodes will feature Phil and his duck-hunting family in all sorts of new scenarios. We can also expect to meet Alan, Phil and Kay's clean-shaven son, who will return to the family business during season four after spending 20 years as a preacher.

During a recent speech at a California church, Alan said he chose to step in front of the cameras to help spread his religious message.

"Because of my association with the show, I'll get to minister to a lot more people," Alan told the congregation. "Any person that's an evangelist, that's what you want to do, so I had to give this up for something possibly bigger."

Alan's wife, Lisa, will also join the cast for season four.

Despite their newfound fame, Willie, who serves as CEO of the family business, says that the Robertsons are closer than ever.

?It?s probably the opposite of most reality shows," he said. "And nobody gets a big head because we?re doing it all together.?

It was a rainy day, but the Roman Catholic faithful turned out in droves for Pope Francis on Wednesday.

He started the day in the town of Aparecida, to attend Mass at the mammoth Basilica of the Shrine of Our Lady of Aparecida, which houses Brazil's patron saint, the dark-skinned Virgin of Aparecida.

Thousands jammed themselves inside the church, while tens of thousands more stood in the rain outside and happily cheered the pope.

Later, Francis returned to Rio de Janeiro for a visit to what the pope called a "shrine of human suffering" ? a hospital in Rio that treats substance abusers.

California men accused of locking girl in box face new drug charges

SAN FRANCISCO (Reuters) - Two California men accused of holding a teenage girl captive as a sex slave on their marijuana farm and locking her inside an oversized metal toolbox have also been charged with forcing her to help prepare their cannabis crop for illegal distribution.

Federal prosecutors have seized on the case to support their crackdown against a burgeoning network of pot cultivation and dispensaries they say are fronts for large-scale drug traffickers operating under the guise of California's medical marijuana law.

But advocates of more liberalized cannabis laws argued that the case illustrates how law enforcement efforts have failed, while broad legalization and regulation of pot would remove the marijuana trade from its criminal element.

Ryan Balletto, 30, and Patrick Pearmain, 25, were charged in a criminal complaint unsealed late on Monday with conspiring to distribute more than 1,000 illegally grown marijuana plants and with using a minor in connection with their alleged drug ring.

Balletto also was charged with possessing a firearm for drug trafficking.

The two men were arrested in May on state drug charges, as well as false imprisonment, rape and other sex offenses stemming from the captivity of a 15-year-old girl who police said was held against her will on their remote compound in Northern California.

Balletto and Pearmain were slated to appear on Wednesday for a detention hearing in federal court in Eureka, though the pot farm in question was located to the south in rural Lake County.

State charges against the men were dismissed on Friday to allow federal authorities to more quickly pursue their case against the pair, who could face life in prison if convicted.

According to the federal criminal complaint, authorities searching Balletto's 680-acre property in May found three greenhouses with 1,320 marijuana plants and a cache of ammunition and weapons.

Investigators also seized equipment used for sexual bondage and sadomasochism, a rope tied with a noose and a 4-foot-long metal toolbox "altered to imprison a human," the complaint says.

It says the girl told investigators she was twice locked in the box for a total of three days, and Balletto told her she was a "trouper" for not screaming during her confinement.

She told authorities the two men also put her to work cutting cannabis buds and preparing them to be dried.

The girl, who had been reported missing from Los Angeles, has not been publicly identified because she is a minor. She was taken into protective custody when Balletto and Pearmain were arrested.

"Some in our community believe that marijuana grow operations are run by compassionate caregivers interested only in supplying medicine to the sick," U.S. Attorney Melinda Haag said in a written statement about the case. "Unfortunately, this case illustrates what we in law enforcement see - marijuana grow operations that include heavily armed, violent individuals motivated by profit, carrying out abuses of vulnerable victims."

Amanda Reiman, a California policy manager for the nonprofit Drug Policy Alliance, countered that the public would be better served by lifting the federal prohibition on marijuana and allowing state and local authorities to control cannabis.

"Regulation can help deter folks from getting involved in the illicit market," she said. "What Melinda Haag's really doing is making a call for the taxation and regulation of marijuana."

California was the first of 19 states and the District of Columbia to pass laws approving of marijuana for medical purposes, though the federal government continues to classify pot as an illegal narcotic.

Less than five percent of promising basic science discoveries that claim clinical relevance lead to approved drugs within a decade, partly because of flawed pre-clinical animal research. A number of recent initiatives seek to improve the quality of such studies, and an article published this week in PLOS Medicine identifies key experimental procedures believed to increase clinical generalizability.

The authors, led by Jonathan Kimmelman of McGill University in Montral, did a systematic literature search and identified 26 guidelines with 55 different procedures that groups of scientists had proposed to improve the quality and usefulness of preclinical efficacy studies. They then summarized and prioritized the results.

The key recommendations are listed in the new STREAM (Studies of TRanslation, Ethics And Medicine) checklist, and include performance of a power calculation to determine sample size, randomized treatment allocation, and in-depth characterization of disease phenotype in the animal model prior to experimentation.

Preclinical animal research is a critical step in drug development. More rigorous attention to experimental procedures protects patients in subsequent clinical trials and redeems the use of animals. It also promises to reduce the cost and delay in developing drugs.

The researchers suggest that: "Investigators, institutional review boards, journals, and funding agencies should give our prioritized recommendations due consideration when designing, evaluating, and sponsoring translational investigations."

Afghan parliament sacks interior minister over security issues

KABUL (Reuters) - Afghanistan's parliament voted on Monday to dismiss one of the country's top security chiefs by impeaching the interior minister in a potential blow to stability as NATO-led international forces speed their withdrawal from the country.

Fractious lawmakers said Ghulam Mujtaba Patang, head of a 157,000-strong police force for less than a year, had been unable to tackle a worsening security environment, which included insurgent attacks on the major highway from the capital Kabul to the southern city of Kandahar.

"I ask the president of the Islamic Republic of Afghanistan to announce another person for this position," said speaker of parliament Abdul Rauf Ibrahimi after the ballot, in which Patang secured just 60 votes, against the 136 cast against him.

President Hamid Karzai said he had not yet decided whether to accept the vote, as his administration tries to shore up stability ahead of presidential elections and a pullout of NATO troops, both due next year.

Karzai said Patang would stay as acting minister while he sought legal advice from Afghanistan's Supreme Court on the procedure, meaning a decision could take weeks or months.

"Parliament has the right to make these impeachment decisions," Karzai said. "But at the same time, I want to be clear the vote was based on accurate results and according to the law."

The sacking came on the day that America's top military officer, General Martin Dempsey, chairman of the joint chiefs of staff, arrived in Kabul to try and reopen talks on an agreement for a reduced number of U.S. soldiers and advisers to stay in the country beyond next year's withdrawal deadline.

Karzai suspended the talks in anger over U.S. and Pakistani efforts to support a Taliban political office in the Gulf state of Qatar, arguing that insurgent leaders had been allowed to behave like a government in waiting.

Lawmakers said Patang, a former provincial police chief well liked by Karzai's Western backers, also failed to fight corruption in his force and ignored a summons to parliament, which has increasingly flexed its muscle in the face of Karzai's grip on power.

In a startling revelation, Patang said 2,748 police officers, or about two percent of the force, had been killed by insurgent gunmen since March 21. But his office later clarified the figure to say it included officers wounded in fighting.

Patang argued it was the job of the more heavily-armed military to protect remote areas and highways, including the vital economic lifeline running south to Kandahar.

"I'm on the threshold of NATO's withdrawal," he said. "There will be lots of problems, there will be lots of challenges. From March 21st up to now, I swear to god, 2,748 police have been martyred. Imagine what effect it has on my mind."

Both Afghan security forces and coalition commanders have been keen to talk up improving security under Afghan oversight, though the commander of Afghan border provinces close to Pakistan said this month that insurgent numbers had risen in the east.

Last August the parliament voted to remove former Defense Minister Abdul Rahim Wardak and then Interior Minister Bismillah Mohammadi over a series of insurgent assassinations of top officials and incidents of cross-border fire with neighboring Pakistan.

Patang, a majority Pashtun and professional police officer, had risen swiftly in Karzai's government, leading efforts to train police and volunteer militias, and forging close ties with Western donors as a liaison with NATO reconstruction teams.

Patang said the parliament appeared to have been taken over by "political wolves" determined to bring him down, and accused the body of bowing to "mafia-like groups" within it.

"There is no doubt that day by day the security situation is becoming worse," said political analyst Bashir Bezhan.

"But it was not logical to disqualify a minister who has disclosed corruption among some MPs. Some parliamentarians were looking for such a chance to disqualify him."

Is Snowden about to become a refugee in Russia?

Former National Security Agency contractor Edward Snowden could walk out of Moscow's Sheremetyevo airport on Wednesday as a documented Russian political refugee, according to the Kremlin-connected lawyer who's been handling his affairs.

"He should get this certificate [allowing him to leave the airport] shortly," the official Voice of Russia radio station quoted lawyer Anatoly Kucherena as saying.

Russian authorities have suggested it could take up to three months to fully process his request for political asylum. But Mr. Kucherena said a temporary document will likely be issued tomorrow that will enable him to leave the legal limbo of Sheremetyevo's transit zone ? where he has now been stranded for exactly a month ? and move to premises in downtown Moscow.

One straw in the wind that suggests Russian authorities may be leaning toward taking in the wayward ex-CIA employee, despite intense US pressure not to, is a timely round of statements from Russian government sources slamming the US for its "double standards" in dealing with Russian extradition requests.

The main thrust of Washington's appeal to Moscow has been that Mr. Snowden is a common criminal who should be handed over out of shared civilizational values, even though there is no formal extradition treaty between the US and Russia.

"Mr. Snowden ought to be returned to the United States to face the felony charges against him," United States Ambassador to Moscow Michael McFaul tweeted on Monday.

But in what looked like a coordinated pair of official blasts, Russian law enforcement agencies claimed that they have never experienced that sort of courtesy from their US counterparts.

"[Russian] law agencies have asked the US on many occasions to extradite wanted criminals through Interpol channels, but those requests were neither met nor even responded to," interior ministry spokesman Andrei Pilipchuk is quoted as saying by the Kremlin-funded, English-language news network Russia Today, which prefers to be known as RT.

And Sergei Gorlenko, head of the chief prosecutor's extradition office in Moscow, told the independent Interfax agency that "the United States has repeatedly refused Russian requests to extradite individuals, to hold them criminally liable, including those accused of committing serious crimes. We have been denied the extradition of murderers, bandits and bribetakers."

Officially, Russia has struck an ambivalent attitude toward Snowden since he arrived ? completely uninvited, President Vladimir Putin has repeatedly insisted. On one hand, Mr. Putin has said from the beginning that Russia will never extradite him to the US. On the other hand, he and other Russian officials have frequently wished out loud over the past month that Snowden would just move along, and stop creating unwanted complications for an already troubled US-Russia relationship.

Many Russians have embraced the idea of taking Snowden in, largely because it would represent an impressive turning-of-cold-war-tables, in which Russia becomes a free-speech haven for dissidents fleeing the US.

But Putin has been visibly cold to the idea, perhaps out of worries that the ongoing Snowden situation could chill planned talks with President Barack Obama at the St. Petersburg G20 summit that's barely a month away, or even prompt a US-led boycott of the upcoming Sochi Winter Olympics, as at least one US senator has suggested.

One piece of the puzzle regarding official Russia's attitude toward Snowden concerns the role of the lawyer, Mr. Kucherena, who has apparently enjoyed almost unrestricted access to his client in the extraterritorial no-man's land of Sheremetyevo's transit zone.

Kucherena is chairman of the law enforcement commission in Russia's Public Chamber, a semi-official assembly of Kremlin-approved civil society groups and a prominent Moscow lawyer. The Kremlin-funded RT network, which has been able to talk extensively with Kucherena, has posted a glowing thumbnail biography of him.

But other analysts suggest Kucherena may be part of a Kremlin plan to admit Snowden to Russia, but keep him boxed in and under tight control of Russian security services.

In other words, Snowden may successfully leap from the frying pan of Sheremetyevo's sterile transit zone, but it remains to be seen where he will land.

Halliburton 2Q profit off 8 pct; tops expectations

DALLAS (AP) ? Halliburton Co.'s second-quarter profit fell 8 percent as revenue declined in North America, but international growth helped the oilfield operator slightly beat Wall Street expectations.

The company also announced an expansion of its share-repurchasing authority to $5 billion from $1.7 billion earlier this year.

The shares, which had gained 32 percent this year heading into Monday's session, fell 75 cents to close at $45.08 Monday.

Halliburton helps other companies produce oil and natural gas both offshore and on land. In the last several quarters, domestic oil drilling has hit levels not seen in more than two decades, but a glut of natural gas has hurt that side of the energy business.

Its stock has risen sharply this year on growth in international revenue and expectations of more drilling and better pricing and profit margins in North America.

Halliburton's growth has slowed sharply in the last four quarters, but it hopes that higher U.S. natural gas prices will help it boost revenue again.

The Houston company reported a setback in its effort to put the Gulf of Mexico oil spill behind it. Halliburton provided well-cementing services for the BP PLC drilling rig that exploded in April 2010, and $637 million set aside to cover lawsuits from the incident pushed Halliburton to a net loss in the first quarter.

Halliburton has been negotiating to settle those claims, but chief financial officer Mark McCollum said on a conference call with analysts that those talks have slowed while BP challenges part of its own settlement. On Friday, a federal judge in New Orleans declined a request by BP to temporarily shut down a multibillion-dollar program for compensating spill victims to investigate BP's allegations of fraudulent payments.

"We continue to believe that a reasonably valued settlement is in the best interests of our shareholders," McCollum said, "but given the complexity of the current situation among other parties, it is difficult to estimate when or if a resolution through settlement can be reached."

Halliburton didn't set aside any more money for spill-related claims in the second quarter, but McCollum said that could change. He added that insurance has begun to cover some legal bills.

For the quarter ended June 30, Halliburton's net income totaled $679 million, or 73 cents per share. Analysts expected 72 cents per share, according to FactSet. A year ago, earnings were $737 million, or 79 cents per share.

Overall revenue edged up 1 percent to $7.32 billion from $7.23 billion a year ago, also topping expectations despite an 8 percent revenue slide in North America. Total revenue, even with the decline in North America, was an all-time best for the second quarter, helped by international growth, especially in Asia.

"Clearly we are not just a North America pressure-pumping company," declared Chairman and CEO David Lesar.

Sterne Agee analyst Stephen Gengaro said that Halliburton has consistently increased international revenue "and we do not believe the market is yet fully appreciating its solid and growing international footprint."

Halliburton faces growing competition in a contentious part of its business: hydraulic fracturing or "fracking," which is the process of using chemicals and water under high pressure to crack open rock formations and release oil and natural gas. The technique has helped spur production in shale deposits but has come under fire from environmentalists, who charge that it threatens underground water supplies.

Halliburton moved to defuse some of that criticism last week by striking a deal with Nuverra Environmental Solutions Inc. to develop ways to increase the use of recycled wastewater.

And on Friday a landmark federal study showed no evidence that chemicals from the natural gas drilling process had contaminated drinking water aquifers at a western Pennsylvania drilling site. Although the study is ongoing and the results are still preliminary, it was the first independent look at whether toxic chemicals used in fracking pose a threat to people during normal drilling operations.
