France: Lawmakers pass bill to pay for abortions

PARIS (AP) ? France's lower house voted Friday to fully reimburse all abortions and to make contraception free for minors.

National medical insurance currently pays in full for abortions for minors and the poor, while other women are reimbursed for up to 80 percent of the procedure's cost, which can be as much as ?450 ($580). Contraception is partially reimbursed.

The bill passed by the National Assembly would make all abortions free and would also pay for contraception for those between 15 and 18. It now goes to the Senate, where it is likely to pass.

"Women who want to stop an unwanted pregnancy have the right to be covered: The enactment of the right to choose to halt a pregnancy is an obligatory state service," the bill's language says.

Some groups complain that price is only one impediment to abortion access. They say too few doctors offer the procedure and there needs to be more information about who does. Under the bill, reimbursements would not go beyond ?450 ? and some medical service providers in France charge more than that for an abortion.

While some segments of French society oppose the right to abortion, the issue rarely makes headlines. France is among the European countries that allow minors to have abortions without parental consent, and in 1988, was the first country to introduce RU-486 ? the "morning after pill" ? which terminates pregnancy by causing the embryo to detach from the uterine wall.

'Space Buddha' Statue May Be a Fake

A supposed Buddhist statue allegedly carved from a meteorite 1,000 years ago may not be as ancient as suspected, according to a Buddhism expert who argues that the statue may be a 20th-century fake.

The criticisms don't target the material the statue is carved from, which is an iron- and nickel-rich meteorite from the Siberia-Mongolia border. But outside experts are questioning the statue's origins.

Achim Bayer, a Buddhism expert at Dongguk University in South Korea, argues in a new report that the Buddha statue has obvious "pseudo-Tibetan features," marking it as a European reproduction likely made between 1910 and 1970.

Among these features are European-like shoes that come to the ankles rather than boots; trousers instead of robes; tube-shaped sleeves unlike those seen on traditional Tibetan or Mongolian garb; a full beard, which is not seen on Tibetan and Mongolian deity sculptures; an unusual single earring; and a cape that resembles one worn by Romans rather than ancient Tibetan deities.

In their original paper published in the journal Meteoritics & Planetary Science, Stuttgart University researcher Elmar Bucher and colleagues reported that the Buddha statue first came to Germany after a 1938-1939 Tibet expedition by zoologist and ethnologist Ernst Sch?fer, who was sent to the region by the Nazi party to find the origin of Aryan language and culture. But the researchers also warned that the estimates of the age of the statue ? which they pegged around 1,000 years ? were preliminary and welcomed comments by cultural scholars.

"I am happy to provide such information," Bayer wrote in his report, available online.

Beyond the origins of the statue, Bayer also called into question the idea that it was brought to Germany by a Nazi expedition in the late 1930s. Isrun Engelhardt, a German historian who has studied these expeditions, told Bayer that the controversial statue likely did not arrive in Germany in Nazi hands.

Bayer suspects the statue was either produced for the antique market or for the Nazi memorabilia market, with the expedition story meant to increase the value of the statue.

?Public transportation was in the blind spot in Los Angeles because we?re such a car-centric place,? Mr. Lejeune said in an interview on Thursday at the Hammer Museum of the?University of California, Los Angeles, ?before delivering a lecture titled ?Michael Lejeune: A Cooler Ride.?

?Unless you had to take public transportation, the majority of people thought that?s not for me,? he said.

With support from 20 internal writers, photographers and other creative hires, Mr. Lejeune, 49, began chipping away at the blind spot he perceived. One of his team?s early efforts was to shift how people spoke about the M.T.A. ?The Metropolitan Transportation Authority. Authority? How friendly is that?? he quipped during the lecture. He ditched the verbiage in favor of a new tagline: ?Metropolitan Transit Authority? Oh, please. Just say Go Metro.?

He said he was still in disbelief that the slogan had been approved, and that a tongue-in-cheek tag, ?Plan your next trip, man,? in which two flower children mugged from the same poster, had found its way into the cityscape.

Playful slogans are one thing; getting commuters to use the city?s rails and buses more often is another, and Mr. Lejeune claimed that the makeover had been effective.

?After 18 months of advertising (the period after our new campaigns and increased exposure broke, nine years ago), discretionary ridership rose 8 percent,? Mr. Lejeune wrote in a follow-up e-mail. ?At the time, that was double the national average increase. And we had not significantly added or changed our service over that period, so we do see the correlation between messaging and an increase in choice ridership,? he added. The mayor?s office, meanwhile, has noted that rail ridership has increased 38 percent since 2005.

At the Hammer, Mr. Lejeune discussed how the M.T.A. was using geographically focused advertising, which was intended to put a more neighborly than institutional face on the system. An ad in the Crenshaw section of Los Angeles reads, ?Crenshaw just got Rapid. Metro Rapid. Fast. Frequent. Fabulous.? The creative team also participates in the annual West Hollywood Pride Parade, walking behind a banner that reads ?Ride With Pride.?

Mr. Lejeune and company are also responsible for the M.T.A.?s billboards, mobile applications, public arts program, television commercials, merchandising and even the office security badges.

The team has taken advantage of the M.T.A.?s internal paint shop to recast rapid buses in red and locals in orange ? or California Poppy, according to the authority?s literature ? a welcome change from their dour white past.

Among the group?s greatest challenges is to ensure that Angelenos do not give up on the transit system after the approval of a $40 billion, 30-year transportation package in 2008. As part of the revitalization efforts, Los Angeles County is scheduled to build new carpool lanes, an extension of the Exposition Light Rail Line to Santa Monica ? expected to open in 2015 ? and new bike lanes. To keep ridership high, the M.T.A. has begun a campaign with the tagline ?In the Works,? detailing the planned improvements.

Lest Mr. Lejeune be accused of not patronizing the system he promotes, he talked about his 35-minute commute on the Gold Line. ?I read and I pay bills and I work and I talk to people,? Mr. Lejeune said. ?I used to drive two hours a day, so this job is karma for me.?

Scientists deepen genetic understanding of multiple sclerosis

ScienceDaily (Oct. 25, 2012) ? Scientists have discovered that 30 per cent of our likelihood of developing multiple sclerosis (MS) can be explained by 475,806 genetic variants in our genome. Genome-wide Association Studies (GWAS) commonly screen these variants, looking for genetic links to diseases.

Corey Watson, a recent Simon Fraser University doctoral graduate in biology, his thesis supervisor SFU biologist Felix Breden and three scientists in the United Kingdom have just had their findings published online in Scientific Reports. It's a sub-publication of the journal Nature.

An inflammatory disease of the central nervous system, MS is the most common neurological disorder among young adults. Canada has one of the highest MS rates in the world.

Watson and his colleagues recently helped quantify MS genetic susceptibility by taking a closer look at GWAS-identified variants in the major histocompatibility complex (MHC) region in 1,854 MS patients. The region has long been associated with MS susceptibility.

The MS patients' variants were compared to those of 5,164 controls, people without MS.

They noted that eight percent of our 30-per-cent genetic susceptibility to MS is linked to small DNA variations on chromosome 6, which have also long been associated with MS susceptibility.

The MHC encodes proteins that facilitate communication between certain cells in the immune system. Outside of the MHC, a good majority of genetic susceptibility can't be nailed down because current studies don't allow for all variants in our genome to be captured.

"Much of the liability is unaccounted for because current research methods don't enable us to fully interrogate our genome in the context of risk for MS or other diseases," says Watson.

The researchers believe that one place to look for additional genetic causes of MS may be in genes that have variants that are rare in the population. "The importance of rare gene variants in MS has been illustrated in two recent studies," notes Watson, now a postdoctoral researcher at the Mount Sinai School of Medicine in New York.

"But these variants, too, are generally poorly represented by genetic markers captured in GWAS, like the one our study was based on."

Brain waves reveal video game aptitude

ScienceDaily (Oct. 24, 2012) ? Scientists report that they can predict who will improve most on an unfamiliar video game by looking at their brain waves.

They describe their findings in a paper in the journal Psychophysiology.

The researchers used electroencephalography (EEG) to peek at electrical activity in the brains of 39 study subjects before they trained on Space Fortress, a video game developed for cognitive research. The subjects whose brain waves oscillated most powerfully in the alpha spectrum (about 10 times per second, or 10 hertz) when measured at the front of the head tended to learn at a faster rate than those whose brain waves oscillated with less power, the researchers found. None of the subjects were daily video game players.

The EEG signal was a robust predictor of improvement on the game, said University of Illinois postdoctoral researcher and Beckman Fellow Kyle Mathewson, who led the research with psychology professors and Beckman Institute faculty members Monica Fabiani and Gabriele Gratton.

"By measuring your brain waves the very first time you play the game, we can predict how fast you'll learn over the next month," Mathewson said. The EEG results predicted about half of the difference in learning speeds between study subjects, he said.

The waves of electrical activity across the brain reflect the communication status of millions or billions neurons, Mathewson said.

"These oscillations are the language of the brain, and different oscillations represent different brain functions," he said.

The researchers also found that learning to play the game improved subjects' reaction time and working memory (the ability to hold a piece of information in mind just until it is needed), skills that are important in everyday life.

"We found that the people who had more alpha waves in response to certain aspects of the game ended up having the best improvement in reaction time and the best improvement in working memory," Mathewson said.

This project is a part of a larger collaborative effort to determine whether measures of brain activity or brain structure can predict one's ability to learn a new video game. One analysis, led by Beckman Institute director Art Kramer (an author on this study as well), found that the volume of specific structures in the brain could predict how well people would perform on Space Fortress. That study used magnetic resonance imaging (MRI) to measure the relative sizes of different brain structures.

But MRI is expensive and requires that subjects lie immobile inside a giant magnet, Mathewson said. With EEG, researchers can track brain activity fairly inexpensively while subjects are engaged in a task in a less constricted, less artificial environment, he said.

The new findings offer tantalizing new clues to the mental states that appear to enhance one's ability to perform complex tasks, Mathewson said. Alpha waves are associated with relaxation, but they also are believed to arise when one is actively inhibiting certain cognitive functions in favor of others, he said. It is possible that everyone could benefit from interventions to increase the strength of their alpha waves in the front of the brain, a region associated with decision-making, attention and self-control.

"You can get people to increase their alpha brain waves by giving them some positive feedback," Mathewson said. "And so you could possibly boost this kind of activity before putting them in the game."

The study team also included researchers now at the University of Texas at Dallas and Florida State University.

The U.S. Office of Naval Research, the Natural Science and Engineering Research Council of Canada, and the Beckman Institute supported this research.

Iranian minister woos Indian businesses

NEW DELHI (AP) ? As Western sanctions squeeze Iran and its currency tumbles, the country's energy minister wooed Indian businesses on Wednesday for more investment and trade.

Majid Namjoo told a meeting of Indian business leaders that there are huge opportunities to do business with Iran's private sector, which remains largely unaffected by sanctions imposed by the United States and the European Union.

Namjoo is on a four-day visit to India to explore the possibilities of trade and joint ventures in renewable energy, power, pharmaceuticals, agriculture and food processing.

The United States and the European Union have imposed sanctions on Iran to deter it from pursuing a nuclear weapons program. Iran insists its nuclear program is for peaceful purposes.

The U.S. has pressed India to scale back its imports of Iranian crude to support those sanctions, but energy-starved India remains one of Iran's biggest oil purchasers.

Indian National Security Adviser Shivshankar Menon denied on Wednesday that Iran was a divisive issue between India and the United States.

"We both seek the same end, a negotiated resolution of the Iranian nuclear issue without the spread of nuclear weapons," he said. "We may have different judgments as how to get to that goal."

Namjoo said the Iranian government has been privatizing government companies to reduce the impact of Western sanctions, and that a large number are open for investments.

"We are trying to make Iranian industries more competitive in price and quality. This is a big opportunity for Indian companies to invest in Iran, or in third countries through joint ventures with Iranian firms," Namjoo said.

He said Iran is preparing for a future when it will run out of oil and gas resources and is searching for renewable energy options.

Namjoo said India and Iran could work together in the field of hydroelectric energy in which Iranian companies have extensive expertise. Iran is exploring the feasibility of exporting some 4,000 megawatts of electricity to India.

India has been actively searching for investment deals with Iran as an ad hoc barter arrangement to pay its oil bills.

India imports around 70 percent of its oil needs, of which about 11 percent comes from Iran. It has been facing enormous problems over payments for the Iranian oil.

New Delhi initially channeled payments through German-based Europaisch-Iranische Handelsbank. But after the sanctions kicked in, the two countries moved to Turkey's Turkiye Halk Bankasi AS to facilitate payments.

That channel may also become inoperable after EU intervention. In February, Iran and India reached an agreement under which India would pay for 45 percent of the oil in Indian rupees, with the rest to be settled through a barter arrangement in goods and services.

The fallout of the sanctions is beginning to be felt by Iran, its currency and its people.

The Iranian rial, which has lost more than half its value in the past year, last week tumbled to its lowest value against the U.S. dollar ? 35,000 rials to a dollar. The currency's plunge was marked by small street protests in the tightly controlled society.

But a defiant Namjoo told journalists that while his country could weather the effect of sanctions, Iran's European neighbors were worse off.

"Iran is a big country. We will survive the sanctions," he said.

India, too, has been slowly easing its dependence on Iranian oil.

India also has strategic interests in the Iranian neighborhood. New Delhi is helping to develop the southern Iranian port of Chabahar and a rail link that will offer it direct access to landlocked Afghanistan and Central Asia.

AIRING: President Barack Obama's campaign said only that the ad will air nationally on broadcast and cable TV stations.

KEY IMAGES: Grim, "perp walk"-style photos of Bernie Madoff, Ken Lay and Dennis Kozlowski ? three businessmen convicted of financial crimes. "Criminals. Gluttons of greed," says a narrator. "And the evil genius who towered over them?" A silhouette of Big Bird, the legendary Sesame Street character, appears in the window of a skyscraper.

"One man has the guts to speak his name," the narrator says. In rapid succession, three clips of Mitt Romney uttering the yellow bird's name as he discusses cutting federal subsidies for the Public Broadcasting Service.

"It's me. Big Bird," says the tall, yellow fowl.

The narrator calls him "a menace to our economy" and says "Mitt Romney knows it's not Wall Street you have to worry about, it's 'Sesame Street.'" The narrator closes by saying: "Mitt Romney. Taking on our enemies, no matter where they nest."

ANALYSIS:

It was only a matter of time before Romney's debate shout-out to Big Bird ended up in one of Obama's campaign ads. After all, the president has joked about Romney having it in for Big Bird since the morning after the Oct. 3 debate in Denver.

The president's re-election campaign also has shown few qualms about throwing Romney's words back at him in TV spots. Video of Romney, secretly recorded at a May fundraiser, saying nearly half of Americans are dependent on government made its way into multiple ads aired by Obama's campaign.

The presidential debate wasn't the first time Romney spoke of his desire to cut off subsidies to PBS, which airs "Sesame Street." But it was the first time he talked about it while tens of millions of people were tuned in, some of them getting a good look at him for the first time.

Romney said he likes PBS and Big Bird, but said it fails the test he'll impose on federal programs as president: If it's not worth borrowing money from China to pay for it, then it's gone.

The Corporation for Public Broadcasting, which funds a portion of the PBS budget, received $445 million from the government this year. That's a drop in a federal budget of $3.6 trillion, but Romney was trying to make a broader point about the deficit and spending he deems unnecessary.

For Obama, the Big Bird attack fits neatly into his campaign's attempts to portray Romney as an uncaring plutocrat too quick to pink-slip government programs that Americans rely on, in this case millions of preschool-age children.

Romney's campaign says the ad shows Obama is focusing on the small things to distract from what they say is his lack of vision on the economy and other pressing issues. Obama's own Justice Department was heavily criticized for failing to prosecute aggressively Wall Street executives implicated in the financial crisis that led to the recession.

PBS and "Sesame Street" are none too pleased that Big Bird has become an enduring symbol of Campaign 2012.

PBS issued a statement after the debate knocking Romney for devaluing public broadcasting and its mission. After Obama's campaign released its ad, the producer of "Sesame Street" called on the campaign to pull it down, saying Big Bird's use in a political campaign had not been approved.

Prolonged Withdrawal-- Will It Ever End? | An Epidemic of Addiction

Message from a reader:

I am trying to determine what my best course of action might be in dealing with protracted withdrawals from a number of drugs, including benzodiazepines.

My history is as follows:? I was snorting Oxycontin for about 6 months and went into treatment to stop.? Before entering the rehab hospital they put me on Clonidine .2 mgs, Ambien 12.5 mg and Sertraline 50mgs for about 1-2 weeks. Once hospitalized they switched me to Mirtazapine 15 mg, Clonazepam 1 mg and Cymbalta 20 mg., and I was on these for 5-6 months.

I took myself off all three of the last meds over a week or two, becoming free from all drugs. I believe stopping these medications cold turkey affected my CNS.? I don?t drink alcohol or smoke pot. I basically stopped interacting with all of my friends to stay away from all drugs and alcohol.

I still feel awful. My primary symptoms are anxiety, depression, foggy-headed and depersonalization.

I have read posts from a woman who goes by username ?Polenta,? from a site called benzo buddies,? who is nearly 80 and has been in withdrawal for 20 years.

Will I fully heal? Does everybody heal no matter how far out they are? This Polenta woman says she knows of people who are as far out as her, or farther. My big question that plagues me is whether these people recover mentally? I?m aware there are physical and mental symptoms; I only suffer from mental symptoms. Polenta said in another post that Una had said there were people out even farther out who recovered, even a person 25 yrs. out. I?m wondering if that person was like Polenta and suffered from mental issues and still recovered to have quality of life.

Would I benefit from starting a low dose of an antidepressant and then tapering very slowly off to help stabilize my CNS? I greatly appreciate any advice that you can offer me. I?ve been in a lot of pain these last couple years and believe that someone with your professional and personal experiences can help me find some answers.

My Thoughts:

Hi Tom,

I hear similar complaints frequently.? Just today I saw a person who has been struggling to get off psychiatric medications, including benzodiazepines, for several years.? He is not able to stop cold turkey because when the diazepam level in his bloodstream drops too low, his anxiety and panic become unbearable.

There is a split between what you will read on the internet*?vs. what you will be told by most physicians.? Horror stories about permanent structural damage to the GABA receptor complex have little or no basis in scientific research.

The common medical opinion is that benzodiazepines act at GABA receptors in a reversible manner, and that while withdrawal is very unpleasant for some people, there are no permanent symptoms caused by benzodiazepine intoxication or withdrawal.? Benzodiazepines have been prescribed fairly commonly for 40 years or so, and the collective experience suggests that they are quite safe, beyond an increased risk of miscarriage in the first trimester of pregnancy and the well-known problems of tolerance, dose escalation and addiction.? That said, I am no fan of routine use of benzodiazepines, as I point out here.

I suspect that most physicians who hear your story will write the symptoms off as psychiatric or psychological.? There will be homeopathic or naturopathic physicians who will use your symptoms as reason to sell you all sorts of ?cleansing? products, or gadgets that ?rebalance the body? in some way, or bizarre-sounding therapies that adjust your ?energy fields.?

I?m sure I sound skeptical, because I AM skeptical.? Since you are writing to it me, I?ll share my opinion, and you can decide who to believe.? I am a scientist at heart.? One thing that getting a PhD teaches a person is how to critically assess the scientific literature.? I am a reviewer for two publications?Academic Psychiatry and Journal of Addiction?where I am occasionally called upon to review articles that have been submitted, suggest changes, and help determine whether the study described in the article contains bias or statistical errors that should prevent publication.? I know very well how easily we humans can misperceive things by seeing what we want to see, or by automatically believing what we suspect to be true.

The supplements used to treat opioid or benzodiazepine withdrawal are essentially worthless.? There are many plants that have folklore attached to them, and in many cases that folklore has been copied in some bogus ?encyclopedia of natural remedies? and then claimed by other people to be true? because it is in a book.? People write all sorts of nonsense in home medicine ?references?;? many such books are self-published, so there is not even an editor putting his/her reputation on the line?or if there is, the lure of quick cash has erased concerns about leading people astray.? My patients have used many of the remedies, including products that advertise on my web sites. I?ve never witnessed relief beyond the expected placebo effect.? Realize that the placebo effect has a huge impact on psychological symptoms such as depression and anxiety.

There is a bizarre tendency among people to accept what is described as ?natural.?? Many people are afraid of FDA-approved medications that have been through years of testing, yet gobble down supplements from China that were never inspected by anyone.? I?m off topic, but I think that the general attraction of things described as ?natural? must be called out for the silly charade that it is.? Your body has no way of knowing what is ?natural? and what isn?t;? your intestine takes on the breakdown and absorption of ingested chemicals regardless of whether that chemical was made by a factory or by a mushroom.

The products hyped to ?cleanse? the body are simply bogus?with the exception of a few medications with very specific binding properties such as chelating agents that bind heavy metals, or chemicals that draw ammonia from the bloodstream into the colon.? When someone is given naltrexone, opioids are NOT flushed from the system.? Naltrexone competes for binding at the mu receptor and causes withdrawal, but the molecules being antagonized are still in the body, and are eliminated at the same rate whether or not naltrexone is present.? Yet the ?rapid detox? people love to write about ?cleansing? the body of opioids.? Hogwash!

Back to your case? from a scientific, evidence-based perspective it is difficult to see how withdrawal would cause permanent damage to neurons, provided there were no seizures or lack of oxygen at some point in the process.? While some people have long-term symptoms like you describe, the vast majority of people suffer insomnia for several weeks, but then return to normal as the receptors lose their tolerance.? Why would your brain be different?? Realize that dividing physical vs. mental causes for symptoms creates an unnatural dichotomy.? Mental symptoms are caused by physical changes in the brain.? If you are having depression and anxiety, there are neurons in your brain that are firing in a certain pattern to make you to feel that way.

So if I?m correct, why do some people experience symptoms like yours for years after stopping benzodiazepines?

I suspect that in some people, psychological symptoms and physical or emotional feelings become ?imprinted? on the brain, as memories that play back over and over in response to certain cues, until they are replaced by other memories and imprinting.? Memories form because the neural pathways that get used become more likely to be used again, like ruts in a muddy field.? The pathways that make you feel anxious, for example, fire strong signals over and over during true withdrawal, and from that point forward, those pathways are easily set off again by certain cues, or perhaps even spontaneously.

I see more evidence for this phenomenon in people addicted to opioids, whose thoughts can generate symptoms of withdrawal months or years after the last use of opioids.? As one thinks about it, if memories of a pleasant vacation can generate smiles for weeks afterward, doesn?t it make sense that memories of withdrawal can generate anxiety and depression?

The answer for your situation then becomes forgetting those miserable experiences, best done by replacing the bad memories with layers and layers of better memories.? That may mean doing your best to ?act as if?;? to ?fake it ?til you make it?, force a smile, and keep on truckin? day after day until you feel better.? Keep your mind open to change, and do your best to see the positive side of things.? Practice gratitude whenever you remember to.? Exercise is always helpful, I think because it forces us to replace thoughts of despair and impotence with the experience of pushing forward despite those feelings.

I wish I knew an easier, faster way to feel better.? But if there is one, I haven?t discovered it yet.
